COUNTY COUNCIL.
MONTHLY MEETING. Tho monthly meeting of the Stratford County Council was held yesterday. Present: Crs. Hafhaway (chairman), W. Rogers, J. Thomson, J. Christoffel, E. Walter, J. Smith, T. R. Anderson and J. E. Young. Engineer's Report. The Engineer (Mr E. C. Robinson) reported: North Riding: The necessary decking has been ordered for repairs to small bridge on Croydon Road West. I have inspected bridge on Kaiapoi Road and find tho decking to be in a very unsound and dangerous condition. The stringers are capable of lasting some time longer, but the piers are very unsound and not to be depended on. To re-deck the bridge would cost about £23, but it is very questionable if the structure is worth it. The most satisfactory type of re aewal would be a concrete culvert and earth rilling. This would cost about £llO. The metalling of a further portion of Denmark Terrace is about to be put in hand. Necessary repairs to upper York Road will also be carried ait forthwith. South Riding: The contract for the supply of boulders on Bird and Skinner Roads has been completed and tho stone measured up. The other boulder contract on remaining roads in th<' riding is nearing completion. Noxion* ■eeds have been cut and cleared on innerfy Road reserve. East Riding: Tenders have been in . ited, closing to-day, for supply of .MO cubic yards of shellrock on Wain and Aliuroa Roads. The repairiiithorised to Autawa Road have been ut in hand. As the bridge on Kaiapoi Road serves otily one settler it was decided to invite him to meet the Council and dis3USS the matter.
Foremen's Reports. North Riding West.—Mountain Road North: This has been raked from end to end and banked in places. York Road: The last hill on this road has ; r>en re-metalled., and an old wooder ' ulvert renewed with seven 12-in pipes Denbigh Road : The new metal is being blinded and Avatertables cleaned out. Denmark Terrace: A small bridge near Radnor Road has been re-decked. The metalling work authorised at last meeti'lg will be put in hand forthwith, i'pper Pembroke Road and Monmouth Roads.: About 270 cubic yards of boulters have been obtained for these :oads. North Riding, East.—Stanley, and Croydon Roads have been patched "i places and banked and watertabled where required. Salisbury, Cross West Hid Beaeonsfield Roads have been reated in a like manner. The deck .;f E'sk Road bridge has been repaired, 'ieneral maintenance has been carried nufc on other roads.
Son th Riding.—The Pukengahu and | die uumetalled portions of Bird and Wnihapa Roads have been formed up ind general maintenance carried oin i>h the metalled roads. The creek cunning into Mr Johnston's pvope'rtv on Skinner Road needs cleaning out. East Riding, Toko.—During the month Toko Road has been raked and \huroa Road repaired. Beaconsfield fload is at present being raked, and necessary repairs carried out. A portion of Ohura Road has also been raked. The draining in Standish Road valley is almost completed. The work of getting out boulders at Skinner Road is now well in hand, over 1000 cubic yards having been obtained to date.
I East Hiding, Douglas.—The forming |up and drain-cleaning on Makuri Road is completed and general has been carried out on the OhuraMangaelm Road. East Riding, Hniroa—Authorised repair work to Mohokau Road is about completed, and drain-cleaning put in hand, 25 chains being completed. Two fillings on Akama Road have been raised considerably and other necessary repair work carried out. A total of 180 super, feet of decking was used in repairing two bridges on Makuri Road East. On tunupo Road gorse and blackberry and also overhanging scrub have been cut. Repair work
on Autawa Road has been put in hand, uiso gorse-cutting. West Riding.—The crushing at Rowan and Kapuni is completed and the plant is now engaged at Palmer Road. Thirty chains have boon remetalled on Rowan Road North, 12 on . Opunake Road No. 3, and 20 near Mahoe on same road. The re-metalling of portion oi Palmer Road is now in hand. Maintenance metal is being supplied where required. Mangaehu Riding.—The metalling of Mangaehu Road has been completed, also delvery of maintenance metal on Puniwhakau Road. Necessary repair work has been carried out as far as possible on the various roads in the riding. Noxious Weeds. Mr A. F. Wilson, inspector of noxious weeds, wrote that the Council's rosolution regarding the spread of blackborry and St.- John's wort would receive attention. j Cr. Smith moved that the attention | of the Government be called to the j spread of noxious weeds in the Strat- ] ford County, and that it be urged that unless vigorous measures are taken to eradicate weeds—especially ragwort, blackberry and Californian thistle—they would be the ruin of many settlers j in the County. Cr. Walter seconded. He said that everywhere one looked ragwort could be seen in bloom and there were places I where the inspector had been shown blackberries where people wero now gathering large quantities of berries, j Cr. Smith said that'oven in the | streets of Stratford the weeds could be , lound blooming in profusion. j The motion was carried. Poor Pukcngahu. ■>•■'• "' i Five settlers On Pukengahu Road i w iote stating that they desired to raise :i loan for the metalling of about 118 chains of the road. At present settlers j had difficulty in -getting their milk out. I }-r Baldwin waited on fhe Council Oil behalf of the settlers. He said the road was unmetalled. He had been on the road io\- three summers and each season it got worse. It was so bad i his year that his wife could not ride : ■ t drive over it, but had to walk. There were four settlers on the road, all of whom were dairying. Personally, he :idiked 43 cows. The Engineer said the proposed work would cost £9oo with metal at 10s per yard, and £1250 at 14s per yard. There \as no stone near the road, and he could see nowhere' hearer than the : '.itea> to get it from, and in that case : the metal would cost Vfj& per yard. . A deputation from Huiroa settlers attended on the Council, and at their request the ranker is to be requested to keep the" roads near the settlement clear.

m The and 1 Cr. Chns'toffel were apopinted to represent the Council on the conference of'Counties regarding toll-gate charges. The Chamber df Commerce asked for the Council's support in their agitation to have Supreme Court sittings held'at Stratford.—A motion to support the' Chamber's action wa's defeated. The secretary of the Institute of Local Government Engineers asked the Council to grant the Engineer's expenses in connection with tbe annual meeting of the Institute.—Xo action to be taken.,
The State Guaranteed Advances Office notified that the Makuri-Hui-roa Itoad loan of £3OO would be granted at 4J per cent., the minimum rate of interest under the Local Bodies' Loans Act.—lt was decided to proceed with the loan.
J. Phillips, Cornwall Road, wrote that a Council contractor had taken | stone from his property and refused to pay for it. He asked the Council,to j stop the necessary amount from the . money owing to the contractor.—The | Engineer said the contractor's final ' payment was not yet made, and the j specifications made him responsible for j all royalty claims.
P. Moratti wrote asking that something m'igfrfc he done on Radnor Road. The road, was covered with big boulders which' caused much damage to traps.-?—"F.. A. Reesby wrote in similar strain. He suggested that men be sent up to crack the boulders and offered the services of three settlers and to supply fuel for the road roller.— The Engineer said there were sufficient boulders on the road to metal it if broken, and he was authorised to spend up to £2O on the work.
