Despite protests from the heads of other religions. President Yuan Shi Ivai has issued a decree whereby at the winter solstice there will be observed the ceremonies of Worship of Heaven, the Altar of Heaven, and the offering of sacrificial oxen to Confucius. Similar ceremonies have been ordered twice yearly. Local officials will also observe the Worship of Heaven and the people who have hitherto been debarred from this worship, will do so in their homes. ' Although another decree guarantees religious freedom, the revival of these Imperial ceremonies is regarded as the most reactionary step yet taken.
