FREE TOLLS PROVISION. [By Electric Telegraph—Copyright} [Ll.ited Press association.] Washington, February 8. Representative Adamson, chairman of the Foreign Commerce Committee, asserts that the free tolls provision was inserted in the Democratic platform without the knowledge of the majority of the Resolutions Committee. In oonsequonce of this discovery the way is now clear for a congressional debate upon a repealing measure. The matter of a subsidy was not a cardinal plank in the Democratic platform ; therefore it is not likely that there will be any real resistance to the present programme.
