At first die movement did riot make rapid progress, hut ultimately several lahinr Governments were returned, and many economic benefits were obtained by legislation. He did not suggest that anyone suggested now that -here was any better method of righting wrongs of the workers than by a Party one. The election of a minister by caucus was so far entirely justified by results. The recent conference turned down wild ideas with ruthless regularity. His Cabinet lias not yet considered the appointments tc the Legislative Council. The coining session will he a financial one.
