In a speech at Liverpool, the Right Hon. F. S. Smith (Unionist) described Mr Lloyd-George as a bungling amateur who never lost an opportunity for self-advertisement, if, he said, -Mi' Churchill were left alone he would provide a navy a little less adequate than , the Unionists desired.
