THE CONTROL OF SCHOOLS.

The Education Congress to-day resumed the discussion on proposals for improvement of the service, telegraphed yesterday. The clause relating to the establishment of a central council, assisted by local bodies, was amended by addition, preferably, of four Education Boards and local committees such committees to have no voice in the appointment of teachers. Discussing the clause providing for centralising of the inspectorate, Mr Duggari, Hawkc's Bay, said the only way was for teachers to become members of the Civil Service. The trouble at present was that teachers had to serve more than one master. The dis-
cussion is proceeding. Mr Newton (Thames) moved to delete the teaching staffs from the operation of the clause and limit the centralisation of the inspectorate to interpretation of the syllabus and regulations. The amendment was defeated and the clause adopted by 35 to 21.
