He will declare Durazzo the capital. A MINISTER'S PLOT. Paris, January 5. Diplomats assert that Izzett Pasha, who has resigned the portfolio of War in the Turkish Cabinet, organised a plot to place a Mussulman prince on the throne of Albania. It is feared that Turkish troops will try . the. effect of landing on the Albanian coast to-further the plan.
