Mr "Watt delivered a policy speech, cue chief points in which were the development of the country, closer settlement, immigration, new railways, irrigation, and decentralisation. It is intended to spend half a million on school buildings and £(100,000 yearly on new railways, and a new electoral scheme will be introduced. Xo taxation is proposed.
