Poincare's and two previous Cabinets, with the intention of challenging the Ministry to a general election. ARRANGING FOR FINANCE. (Received 9.45 a.m.) Paris, December 28. M. JNoulens, Minister for War, informed the Finance Committee that the money voted for building harracks for the Triehnium for the soldiery is exhausted and he has asked the committee to authorise him to proceed with construction and incur other expenses during the Triennium without waiting for further credits.
