SOME RECOMMENDATIONS.

AS RESULT OF CONFERENCE. [By Electric Telegraph—Copyright] [United Press Association.] 'Received 8.0 a.m.) Loudon, December 12. The British Empire Club conference has completed its labors. The recomemndatious have been found to coincide curiously with the provisions of the I edoral Navigation Act. The conference approved of open life-boats with international buoy, or pontoon lifeboats, in which persons will bo accommodated below deck; onon lifeboats, with upper part of the sides collapsible; or motor boats, eacn with a boat raft which will carry a gallon of oil for distribution on the water, and will have an airtight receptahle containing food and water, and a self-igniting lifebuoy with white and red lights aboard.

These rules will come into force in June. 1915, whilst each contracting country will ho asked to undertake that prvision be made to accommodate all aboard in the I Hints and rafts not later than January, 1915. It is suggested that no passenger vessel, with certain exceptions, should 7arry cargo which by its nature or ■node of storage is calculated to endanger the ship or the lives of the passengers.

Three powerful steam pomps must bo carried on vessels of 4000 tons, and :wo on the smaller vessels.
