HOME RULE FOR IRELAND.
MR BALFOUR’S PAMPHLET.

A pamphlet by the Rt. Hob. J. A. Balfour, formerly Prime Minister and leader of the Unionists, entitled ; “Nationality and Homo Rule” has been issued. Mr Balfour contends that if the Irish difficulty is due to Irish nationalism. Home Rule does not deserve to he described as a policy at all. It does not provide a solution or any Irish or British problem. It is a Parliamentary device, not a constitutional remedy. THE MATTER OF ARMS. London, December 9. Lord Curzon, speaking at Plymouth, said that the Privy Council’s proclamation regarding arms and ammunition would not make any difference. He counselled his followers to observe greater secrecy and to hold less con-
fidential relations with the authorities. The Unionists were grateful for Mr Asquith’s recognition of Ulster’s principles, but they awaited practical proposals. The Belfast customs officials seized three cases of revolvers and ammunition consigned to Cork, Dundalk, and Londonderry. c THE NATIONALIST VIEW. Times—Sy'dney Sun Special Cables. Dublin Nationalist volunteers have no intention of allowing the proclamation to interfere with' the progress of the movement. They do not possess arms at the present, but they intend to obtain them.
