Mr Asquith, the Premier, speaking at Oldham, said that if the expenditure of Britain in Europe was maintained ,at the present rate for the next decade, it would cause grave disquietude. Britain was faced with a demand for increased and exceptional expenditure. The time would come when they would have to re-examine the whole system of taxation which was a haphazard one. Rebates by graduations under the income tax should replace equitable incidence.
