The rebel leaders have announced that they will not tolerate interference by the United States, but it properly treated, are willing to live on the best terms with the United States and to help her to safeguard the Panama Canal.
SORRY STATE OF THE COUNTRY.
London, December L The Times’ Mexican correspondent states that almost all the land held by the rich, who manage to escape taxation. Numberless peons are fraudulently deprived of their holdings, while the Indians are totally ignorant of the land regulations, and lost their property, becoming slaves. No presidents are ever legally elected. Illegalities are tolerated because there is no such thing as public opinion in Mexico. The country is very comparable to the state prevailing in the eighteenth century in Russia. It will take generations to raise it. The present war is mainly provoked by Made ro’s assassination. No principles are at stake. It is one of the most pitiable wars history has known.
