VIOLENCE IN SHANGHAI, i By Electric Telegraph —Copyright] 1 United Press Association I (Received 9.33 a.m.) Shanghai, November 21. .» A reign of terror prevails in Shanghai. There were four murders and eight attempted murders in the past six weeks. The assailants escaped, foreigners believe that Pekin spier, committed the murders owing to a report that former members of the Kuomintang were organising a hand of assassins with the object of killing Vuan-Shi-Kai and the military leaders. A crisis is feared should the Pekin Government continue its present methods.
