Before the Housing Commission, evidence was produced of the existence of many hovels. In some suburbs families were herded together. Some three-roomed places were occupied by nine persons. Many houses were insanitary, being i na rotting condition and batbless. In one street sixteen houses had one bath only. Exorbitant rents were charged.
