HOME RULE FOR IRELAND.
SPEECH BY LORD LANSDOWNE. j By Electric Telegraph—Copyright] [United Press Association.] London, November 19. Lord Lansdowne says that the Government is doing its best to parade a nebulous land policy in order to distract attention from Ulster. The land question is not the preserve oi | any party. Agriculture has been! neglected, and all should hold out a' helping hand to the farmers and give> the laborers better housing, with a, prospect of owning the land. Ai Royal Commission should lie appoint-; ed instead of a partisan land committee. The speeches of Minis.ers show-j ■d that whatever Home Rule Bill was passed it would not be the one known to-day. If'"Ulster were excluded the Hili must be revised and take a shape suited to the alteration of its framework. This revision may render tliej measure applicable to other parts' dfl the United Kingdom. Before the
Conservatives can express an opinion on these points they must have the proposals of the Government in clear and unambiguous language. If there
were no changes and no general election, the Unionists would give Ulster all encouragement in their resistance. They would hold the Government responsible for any disaster resulting from their conduct.
