The Chinese Government proposes to suspend Parliament and form an administrative conference composed of eight members nominated by the President, two representatives of the Cabinet, one from each of the nine Ministers, four from Mongolia, four from Tibet, and two from each province, totalling seventy-one. Many high officials in the Manchu Government are mentioned, while the Young Chinese Party is conspicuously absent. The conference will act till Parliament is reorganised. YU AN-SH I-KAI’S COUP.
