Berne, November 12
With a view to guaranteeing the maintenance of Swiss neutrality, the leading newspapers are discussing the possibility of an agreement whereby the four neighbouring Powers in war time should permit foodstuffs to -liter Switzerland, the latter to assume charge of their sick and wounded.
