The Times, in a leader referring to the .situation, says that it has been so narrowed down that only one course is open. The Government must test its professed convictions, and repeating on a larger scale the experiments of Reading and Linlithgow, sec whether it really possesses a mandate from the country which .it unjustifiably claims. A 'general election must be fought upon the Home Rule question.
