The Times, in a leader on the Home Rule, position, says that Ministers are beginning to realise the problem confronting them. They are credited with the intention of pushing forward Home Rule, but there are abundant i-igns of a general determination not to be inconsistent with readiness, even at the eleventh hour, to alter its provisions.
