1T lie Government of tbe Dominion of Canada has decided to introduce legislation shortly to provide for the granting of loans to farmers at low rates of interest. The chairman of the Commission which was recently appointed to investigate agricultural credits has reported that the farmers of the Dominion suffer under very I great hardship in. the matter of facili- , ties for borrowing money. They are obliged to pay from S to oO per cent, on advances, while European farmers' with less lam! and a smaller investment can secure almost any amount! of loans at from 2to (i per cent. The Government, it is also stated, has also decided to introduce a hill to afford “aj reasonable measure? of relief” to the depositors of the Farmers’ Bank, which, failed through mismanagement. The) Government apparently considers that the Treasury Board which granted tin* certilirate to the bank has some re-, spousihiiity in the matter, and thisj tluv Government will accordingly sumo. Mr Borden slate's that “while the' direct subsequent cause of the 1 loss was the fraud and dishonesty of the hank manager in the administration of its affairs, there' is nevertbele.’ss a certain connection hctwe'on that hiss and the power ami status with which he> became invested upon the granting of tine certificate.” It is considered by . many pe'ople in tin' Dominion that Air Bunion’s urounsed action in this mat- : ier is a hid for the farmers’ vote' at , tiio next election.
