STRATFORD BOROUGH COUNCIL.

MONTH-I.Y MEETING. " The monthly meeting of the Borough Council was held last night. Present: The Mayor (Mr W. P. Kirkwood):, and Crs. Morison, Richards, Fredric, Boon, Dingle, Thompson, Arden, Masters and King. WORKS; COMMITTEE. The Works Committee reported: Mi’s Simmons and Mrs Gedge have applied for water for their properties. The Overseer has been instructed to (find out the cost of connecting these properties. That a committee consisting of the Mayor and Cr. King be set up to inquire into hiring out road jriller and report at Council meeting. That owner of section 261 (Messrs Burgess, Fraser and Co.) be asked to ’connect with Borough sewer. Your committee recommend that all surplus shingle be sold at depot at 4s jper yard and that no permits be granted for removal of shingle from the river in future.—The question of water connections was held over. The charge for hiring the roller was left in the 'lands of the Mayor and Cl's. Dingle, ■ Sing and Masters to confer with, the County authorities, with power to: ict.—The other clauses were adopted.

, THE ABATTOIR. : The Abattoir manager reported: During September the following stock were slaughtered: Cows 69, heifers ‘32, oxen 22, calves 2, sheep 306, lambs 'nil, pigs 29, tripes prepared 53. Slaughtering fees £6O 13s 6d. Stock condemned; Cows, 3 wholly, 8 partially ; heifers, 2 wholly, 2 partially; oxen, two wholly, 1. partially;, sheep, T wholly; pigs, 2 wholly. A new •ange has been put in at the Abattoir cottage by Messrs Bellringer Bros. Xo 6 paddock is being ploughed and r.vili be ready for sowing with grass in the course of a few days. Mr Jkmes inly delivered 13f cords of firewood, jiome of which was of a very poor 'quality. THE BOROUGH INSPECTOR. ; The Borough Inspector reported: During September I impounded 2 1 head of cattle. Two persons were conVicted for riding bicycles on footoaths, one for allowing a dead animal to remain unburied on his land, one for driving loose horses, one for .taking earth off the road and one for driving a gig without lights. Fifteen street lights were put in. A WATER QUESTION.

C. H. Lawn, Opunake Road, asked :Imt the water bo laid to his property •from the Borough main. He was outside the Borough, but the boundary ['was near his property. He was prepared to pay for the water per meter and to pay up to a shilling per thous-' and gallons for it. He was preparedto pay the cost of laying the necessary pipes.—Cr. Masters thought Mr Lawn should be charged the \ same rate'as people; outside the Borough ?an Pembroke Road and Flint. Road. —The Mayor thought that it was a s«od proposition when the user put down the pipes.—Cr. Richards thought ther'o should be one method of payment—by meter.— King thought that in the present circumstances the request was reasonable. —The Mayor moved that the request he granted.— Cr. Masters as an amendment that the charge be the. same as on Pembroke Road and Flint Road.—Cr. Richards supported Cr., Masters. He objected to people outside the Borough getting water cheaper than ratepayer^.—By consent the Mayor’s motion was withdrawn.—Cr. Masters’ (notion was then carried.

THE POUND. The District Health Officer wrote; Inspector Gray, reporting on the Stratford pound, says: “It is in a had ! sanitary condition with manure, slush land stagnant pools. About a quarter j of the enclosure is concreted. I beg to report that 487 head of cattle and 166 sheep were dealt with in the pound last year. Considering that some of those cattle are impounded for two weeks the traffic in this enclos- ' ure is heavy. I do not think that the nuisance could be satisfactorily I'overcome by re-grading and metalling , j tbe yard.” It is evident that the conedition constitutes a nuisance under 'the Public Health Act, and I therefore recommend that your Council should *fcause the pound to he property graded, paved with concrete, and. ! effectively drained.—The Mayor said I the present pound was in had condi-

tiou, and the Counicl would have to face the question of renewing it or getting a new site.—Cr. King said the work would certainly have to he done, and he thought the Works Committee or a special committee should visit proposed new sites and report to next meeting of the Council.—lt was decided that the Works Committee should report.

BRICK WALL BY-LAW. ' Mr W. G. Malone wrote on behalf of Mr W. P. Mark, owner of part section 321, objecting to a neighboring tenant on the south side building a wooden extension over the brick-wall line, thus increasing the danger,, of fire spreading to Mr Mark’s section.— The Mayor said that he and the chairman of the Works Committee bad'inspected the spot and came to the'conclusion that the brick wall required did not seem necessary, as there was ,an iron wall in existence behind where 'the .brick wall, would be extended to ; The iron wall was some three feet back from the boundary. In the past permits had been granted for work not adhering closely to the by-law. Cr. Masters objected to deviation from the by-laws, except when the matter was dealt with by the full Council. He ‘moved that the by-laws be enforced strictly in the case in question.—Cr. Morison. seconded.—Cr; King said Mr Mark had made no complaint against the wooden wall existing, but complained when it was replaced hy an iron wall.—Cr. Thompson thought the brick wall should be extended back ’the whole length of the building.—Cr. Boon * supported the motion, but thought the building was safer than ■it was before.—Cr. Richards thought .that in all cates where old buildings were replaced the brick-wall by-law ‘should be strictly enforced. —Cr. Masters said there were a great many wood and iron walls in the town which the Council would like to see abolished! and the only method of getting that done was' to enforce the by-law when alterations were being made. — An amendment that the by-law bo enforced provided there was no lia'biiifcy on the Council was lost, and the motion to enforce the by-law was carried. , GENERAL.

The Foxton Borough Council wrote, in reference to the recent Supremo Court decision which declared that it was illegal for a municipal body to run a picture theatre, and asking the Council to urge the Minister for Internal Affairs to legalise the practice. —On the motion of Cr. Richards, seconded by Cr. King, it was decided to acrcdo to the request. The Superintendent of Workers’ Dwellings (Mr J. Lomas) notified that as his department intended laying off a street on the land recently purchased they desired that the water might bo laid down at the same time to obviate pulling the street up again,— The matter was left over until a plan of the street is approved by the Council. When the street is approved, the Council would agree to iustal a oueineb service.

The Under-Secretary for Public Works forwarded a draft copy of the license granting the Electrical Supply Co., the use of water in the Patea river and requesled its return with any remarks the Council thiglft desito to make.—lt was decided to refer the matter to the Electric Light Committee, who shall have power to confer with the Borough Solicitor, the committee to report to a special meeting of the Council to be called later. , -dr S. Spence wrote asking that a bank of earth be removed in front of )iis property in Cordelia Street and offered to pay a portion of the cost.— The Overseer said about two thousand yards of earth would need to be removed. The job would be expensive, and lie would not recommend that it be doth. l .* —On the motion of Cr. Modson- the matter was referred to the Works Committee to report. The acting-manager of the National Bank wrote; 1 duly received, your letter of ISth September, intimating that your Council have under consideration a proposal for accepting deposits from investors at call, and in reply to your enquiry as to what extent, if any, it , would affect the llnancial arrange- j rnents now existing between your 1 Council and this Bank if tho proposal is put into operation, I am advised by my head office.
