NAVAL CONFERENCE.

Router states that the Dominions have made no proposal for a Defence .Conference. Therefore there is no reason for surprise at the disappointment overseas. It is impossible for Imperial Ministers to go Lo Vancouver) owing to the pressure of business. Capetown, October 8.
The Cape Argus says that if it is not worth while to hold a Naval Conference .some will presume that the naval situation is not disquieting, a* suggested in Mr Churchill's Canadian memorandum. Nevertheless, the need for Imperial co-operation in sea defence is as imperative as ever.
