Mr Charles Neil, ex-Labor Commissioner, addressing the National Council for Industrial Safety, said if the railroad directors of the .United States were compelled to spend 48 hours following the victims of railway accidents to the grave they would get the humanitarian view-point of railroad wrecks. Mr Neil explained that the United" States held ah unenviable record for railway accidents, which was due to a system whereby the officials were encouraged to compete in reducing the cost of operating the railroads, with a consequent deterioration of equipment.
