HOME RULE FOR IRELAND.

ULSTER COUNCIL’S'SCHEME. [By Electric Telegraph—Cofyiught] I United Press Association. 1 (Received 8.40 a.in.) London, September 24. The Lister Council at Belfast has ratified a scheme for provisional government. Details are reserved until Home Rule becomes law. The Military Counicl and several committees, including customs, excise, and post office, have been appointed. It was decided to raise a million guarantee fund to indemnify volunteers and their relatives in case of injury. Five hundred delegates attended, including the Duke of Aberdeen, Lord Londonderry, Sir F. Carson, Sir Henry Craik, and many peers and M.P’s.

THE PALL MALL’S CAMPAIGN. London, September 24. The Chronicle admits that the Pal! Mall Gazette is manfully striving for an honorable settlement of Home Rule, hut adds that in high Ministerial cifcles no credence is attached to its statements. BIG PARADE ON SATURDAY. Fourteen battalions each 800 strong will march to the showgrounds and he inspected by Sir E. Carson. They will give three cheers for the Union and sing the National Anthem.

CARSON’S BODY GUARD. (Received 11.30 a.m.) London, September 24. Sir E. Carson arrived at Londonderry and drove to Ulster Hall with a body guard of motor cyclists. Proceedings were conducted behind closed doors. The details will be published the dav Home Rule becomes law.
