TO FORCE A GENERAL ELECTION

The Observer, reverting to the Homo Rule Conference proposal, states it is confident that if all the attempts at conciliation failed, it would be possible to force a general election by persistent obstruction in the House of Commons; also, it would be possible by the Unionists withdrawing from the Terriorials and declining to pay income tax lest it contribute to the subjection of Ulster. Colossal as the evil of such a situation would be, which others might imitate in turn, it would be a lesser evil than driving Ulster into bloodshed.
