BULGARIA AND TURKEY

It is officially announced that Turkey will retain Demir-Hissar, Adrianoplo and Kirk Killisse, while Bulgaria is allotted Ortakeui, Mustapha Pasha and Tirnova. (Received 8.15 a.m.) Constantinople, September 18.
Bulgaria at the last minute offered to build the railway from Adrianople to Babaeski if Demotika was ceded, but Turkey declined. The Porte also declined to pay indemnity to defray the keep of tho Turkish nationality. The difficulty was settled by a Black Sea frontier being fixed 25- miles north of Media. Bulgaria's access to Dedeagatch is relatively valueless, as Turkey is astride the only railway. The cost of a railway from Mustapha Pasha southward would be enormous owilfe to the Rhodope mountains.
