The] rule was enforced to-day in the unloading of the Howard, Smith and Co.'s Era. The men* declined to carry more than three bags of chaff. Thereupon they were ordered to knock off. A similar trouble occurred in the unloading of Huddart, Parker and Cp.."s Burrumbeet. . So far the hold-up is confined to the two steamers. The ship-owners contend that the demand to treat all bags alike is unreasonable, seeing'that three bags of salt' weigh six hundredweight and five bags of chaff do not exceed five hundredweight. The men state they have beon lately asked.to perform labor exceeding reasonable limits and to carry bttgs weighing two hundred pounds up an incline. If they arc allowed fire bags of chaff, they would be expected to carry a similar number of heavier materials.
