During the tariff debate a Senator offered an amendment prohibiting the Stock Exchange from gambling and proposing a tax where a seller did not own the property sold. The entire question of gambling in cotton futurs was referred back to the Senate Committee.
Mr Cummins declared that moot of the sales on the New York Exchange were really fictitious, and a menace to the whole financial stability of the country.
