A Bill is to be introduced during the present session authorising a loan of three millions for railway construction, irrespective of the Nortou-Grif-fiths agreement. POLITICAL. (Received 9.50 a.m.) Melbourne, September 3. The censure debate has been resumed in the House, and is expected to extend over the greater part of the week. HARBOR IMPROVEMENT. The Harbor Trust proposes to spend over a million in deepening the navigation channels in the bay and river and Victoria dock. The work will extend over years.
