The executives of the Federation of Trade Unions and Miners' Association at Johannesburg have decided that recognition of the A ssoc 'i*tion must be unconditional. The mine owners' attempt to prescribe the conditions, regarding the constitution and conduct of the organisation is described as insolent arrogance; hence the situation on the Rand is again.the. cause of anxiety. BOTHA 1 AND HERTZQG. , ..Capetown, August 28. The majority of tne newspapers in tho Transvaal describe General Botha's speech as tactical but restricted electioneering. The exigencies urge the need for an enunciation of a definite policy on- national problems.
