The Times’ correspondent in the Balkans urges that it is deplorable that the Powers should permit two treaties to be repudiated by Turkey before the ink was dry upon them. L the solemn compacts sanctioned by United Europe are merely waste-paper, what becomes of the sanctity of treaties.
