I The reports of the special investigating commissioner state that slavery exists throughout the Philippines, and 'even Manila is not free from it. The [Filipinos in many parts capture children and sell thorn as slaves in China and elsewhere. Even members of the House and Assembly maintain peonage on their own farms.

[ The friends o*f ex-Governor Sulzor are attempting to indict Charles Murphy (Tammany Boss), Aaron- Levy |(Leader of the Democratic Party in I the State Assembly), and James Fow;ley (Chairman of .the Committee which recommended the impeachment of Sulaser) on the ground of conspiracy to evict Snlzer from the gubernatorial chair.
Mr Sulzer was born on March 18,< 1863. He was admitted to the Sew York Bar in 1881. He was a member of the Xew York Assembly from 1890 to 1894, and was Speaker in 1893, and was subsequently a member of Congress for several years as a Democrat. In 1008 he married Clara Rodelheim, of Philadelphia.
