RESIGNATION OF AN AMBASSADOR. {By Electric Telegraph—Copyuight \ {United Press Association.] Vienna, August 23. It is reported that the Austrian Ambassador at St. Petersburg has resigned. The Neue Freie Presse hints that the resignation is due to his failure to report to his Government particulars of the Balkan alliance of 1912 and his responsibility for the misunderstanding that arose over the Russian demobilisation communique of March la it.
