FOB THE COMMONWEALTH. [By Electric Telegraph—Copyright] [United Press Association.] (Received 9.30 a.m.) Melbourne, August 19. The Navigation Act having received the Royal assent will now he proclaim eel. Under it all steamers trading in Australian water must comply wit! the Australian conditions, i.e., pay, manning, and other particulars. NT shipping, British or foreign, without special licenses, will he allowed to carry passengers between the Commonwealth ports.
