ENCOURAGING REPORTS. [By Electric Telegraph—Copyright 1 [United Press Association.] (Received 9.5 a.m.) Ottawa, August 17. Sir lan Hamilton's report on the Canadian militia recommends the establishment of a National Reserve, the creating of adequate war stores, and longer periods of training. Colonel Sam Hughes, Minister of the Militia, lias taken an active interest in increasing the numbers, with the result that the Canadian militia were never so efficient as at present.
