GENERAL BOTHA OPTIMISTIC. Capetown, August 12. General Botha says that he is certain of a majority at the National Congress in November. Should the Free State break away, a working compact will probably be arranged with the Labor Partv.
MINERS' PHTHISIS. (Received 9.50 a.m.) Capetown, August 12. The Union Government has invited Colonel Gottgus, Health Officer at the Panama Canal, to visit the Rand and investigate miners' phthisis.
