King Charles, of lloumania, bestowed orders ou tlie Greek, Servian ami Montenegrin delegates after the signature of peace. The Bulgarian mission refused to accept the orders until cordiality had been restored between Bulgaria and lloumania.
The original draft declared that peace was being concluded on a basis of “a just equilibrium,” but the phrase was discarded owing to Bulgarian objections. Salonika, August 11. There is popular rejoicing throughout the Balkans. Solemn Te Dennis are being sung in the principal cathedrals. Greek Mussulmans at Strumnitza and other Macedonian towns are migrating to Greek territory, fearing Bulgarian cruelty. The Kaiser has appointed King Constantine of Greece a field marshal of the German Army. Vienna, August 11. The Kaiser’s telegram to King Charles of lloumania is the subject of considerable speculation. Irritation at Germany’s claim re her “restraining influence in the Balkans” is increasing. Paris, August 11. The Press denies the possibility of a real identity of interest between Russia and Austria, and deprecates Russia attempting to alter the Bucharest treaty in Bulgaria’s interest. Constantinople, August 11.
Tho Porto’s reply to the Powers’ Note regarding Adrianople states that Turkey endeavored to comply with the protocol of London, but the massacres and atrocities by Bulgarians forced her to take action to save the Moslem survivors. Turkey elsewhere confined herself to re-occupying territory essential to securing the safety of the capital.
THE PEELING IN BULGARIA. (Received 9.0 a.m.) Sofia, August 11. The unlikeliness of a revision is causing profound depression in Bulgaria. Tho Holy Synod’s organ declares that tho treaty paves the way for another war in the not distant future, which will again soak tho Balkans in blood.
