The Lord Chancellor was neither reasonable nor wise when he undertook to keep up a Mediterranean fleet equal to the Austro-Italian fleets. The burden would be enormous and there was no justification for it. With the present cordial relations with France, our Mediterranean position was not unsatisfactory.
