SCARLATINA. [Per l'jtEsa Association.] Wellington, August 5. The Waimana arrived in the stream from London too late for medical inspection this evening. Word has been conveyed to the shore that she has eight cases of scarlatina on board. MAYORAL ELECTION'S. Palmerston North, August 5. The Palmerston Borough Council to-night, entered an emphatic protest igainst the proposal contained in the Local Government Bill that the Mayor ■•. hall bo elected by the Council, instead of by the burgesses. It was urged that the proposal was undemocratic, and would militate against the independence of the Mayor; also that the proposal had always defeated when before the municipal conference. It was resolved to forward a. copy of the resolution to the Prime Minister and the member for the district, and that the latter be asked to oppose the proposal.

THEFT OF A PAIR OF BOOTS. Auckland, August 5. An unusual type of theft occupied the attention of Mr F. V. Frazer, S.M., at the Police Court this morning, when a well dressed man, 39 years of age, named Arthur Robert Paine, was charged that yesterday ho stole a pair of white boots valued at LOs Gd. Chief Detective McMahon said the accused was a man who had held a, good position and had excellent references. He made up his mind to take a trip to the Old Country, and ae and his wife and child had made arrangements. They had taken tickets and put their luggage aboard the Sydney boat. Accused yesterday morning went into a boot shop and asked to bo shown some white boots. fhe salesman was called away to the telephone. Before the salesman left, accused said to him, "I'll call again at .wo o'clock, and have a pair of tens ready for me." The salesman came lack to find Paine gone, and he nocicod also tlmt one of the boxes that ,lad contained a pair of white boots was empty. Information was given :o the police, and Paine was arrested" ihoard the. boat in the evening. Accused admitted the theft, having nothing else to say. Accused was convicted and fined £o and 12s costs.
