DIPLOMATIC ACTION

Mr Malone, third Assistant Secre tary of the State Department, discussed with.vSir C. A. Spring Rice. the British Ambassador, Britain's refusal to participate in the Panama Ex position. It is* understood that ar effort is likely to be made to induct: the British Board of Trade to recon sider the refusal. Mr Malone alsc intends to visit the Russian and German Ambassadors, whose countries dc not intend to participate.

Sir E. Grey in reply to Sir A. William son (Liberal member for Elgin ami Nairn), said the Government had decided they would not be justified in incurring an expense of a quarter ol a million for the ''Frisco exhibition. which Avould. he. quite out of propor tion to the advantage derived. Moreover, there was no acfive desire in'commercrßl- centres' w talis part in the Exhibition. _
