Jn consequence of the opposition of the Foreign Relations Committee, Mr Bryan is likely to drop the proposed protectorate over Nicaragua. The proposal is not limited to the purchase of the canal concessions as originally discussed. , VENEZUELA. Washington, August .2 Ex-President Castro, who was supposed to lie living quietly in the Canaries, caused a sensation by reappearing with aft armed force. 'The Venezuelans, according to advices from Caracas, have granted 'President Gomez dictatorial powers in order to cope with the rebellion. Ift is reported that the rebels were defeated, but the news is unreliable. (Received 9.10 a.m.) Reuter’s Washington correspondent states that Mr Bryan’s proposaj , f/p. a treaty regarding the protectorate over Nicaragua will probably be abandoned owing to the action of the Senate Committee on Foreign Relations, which asked ithat the new treaty be limited to the purchase of the canal route and naval concessions > for three million dollars. REBEL WAR DECLARED.' (Received 8.5 a.m.) Caracas, August 3. Castro has landed'at Caro arid declared war against Gomez. The latter will personally lead a strong force against Castro. It is rumored that the Government officials at Coro were surprised and killed.
MEXICO. THE HUERTAX REGIME. IS IT A DECLARATION OF WAR? (Received 8.5 a.m.) New York, August 3. Felix Diaz' has arrived at Eos Angeles on route to Japan to seek recognition of the Huertan regime. Mexicans gathered for a demonstration against Diaz, but the police quelled the disturbance. Mexico City, August'3. Huerta has issued a statement that he will tolerate no interference either hy foreigners or rebels, and that his task is the ramification of Mexico. The statement is regarded as a declaration of war if the United States intervenes.
