THE LEGISLATIVE COUNCIL.

The Council met at 2.30,

Ih© debate on the Legislative Council Bill was resumed by the Hon. W. H. Tucker and the Hon. A. Baldey, both of whom opposed the Bill. The Hon. H. D. Bell, in reply, read the agreement come to with the Hon. 0. Samuel and the Hon. J. D. Ormond, to the effect that ho would not regard tho passing of the second reading as affirming any more than the principle that a change in the constitution of the Council was desirable. On the basis of this agreement the Hon. 0. Samuel asked leave to withdraw his amendment until the Committee stage was reached.

Leave was refused, and the Council went to a division, the second reading being carried by 21 votes to 12. The Hon. 11. D. Bell moved to go into Committee.

The Hon. 0. Samuel moved his previous amendment to refer the Bill to a Select Committee, which the Minister accepted. Tho House met at 2.30.
