BULGARIA'S APPEAL TO
POWERS

London, July 17
In view of Turkey's apparent determination to march on Adrianople. Bulgaria has appealed to the Powers to confine Turkey's actions to the limits of the Treaty of London, which they promoted and guaranteed. It is understood that the Powers demur at the statement that a guarantee was given against Turkish reprisals. The newspapers argue that although Turkey's action violates the treaty, it is doubtful whether the Bulgarians, after re-kindling the flames of war, have any legal or moral right and consider that the Powers' obligations under that treaty are intact. On the other hand, Turkey is warned that she is taking a rash course in sacrificing the legal position she had secured and held under the treaty. A Roumanian Note to the Powers disclaims seeking territory beyond the Turtu-Kaibalchik strategic frontier. Constantiuoqle, July 17. Business in the city is at a standstill.
Turkey is ceding Italy the Aegean Islands in return for the warships Umberto, Sicilia and Sardegna. St. Petersburg July 17.
Russia lias warned Servia and Greece that if their claims are excessive her mediation will bo withdrawn. The persistence of such claims is likely to provoke the Powers' intervention. The Powers, no more thai Russia, will allow Bulgaria to bi completely crushed. Constantinople, July 17.
The Porte ignores the Powers' counsels for moderation, believing that Europe is unable to effectively intervene.
Preparations for a new campaign are energetically progressing. Belgrade, July 17.
The Servians routed the Bulgarians at Joutikamik, near Kasenbil. There were enormous losses. Sofia, July 17.
M. Malenoff is. endeavouring to form a Cabinet representing all parties. The gravity of the situation engrosser, the public attention. There are indications that many of the foremost politicians had calculated on the exhaustion of Austria's patience toward:; Servia's growing claims ; also that Russia would intervene.
