After discussion, the following .notion was carried—“ That the conference urge the Government to adopt t progressive policy for the construction of branch lines and the development of the system of light railways, uid' in cases where the Government cannot undertake their construction, to afford facilities for the work being indertaken by a local body or by private enterprise on the lines ol tne Belgian system.
