CIRCUMVENTING THE LAW

Lord Lansdowne gave notice that when the second reading of the Home Rule Bill is moved he will move that the House declines to consider it until the Bill has been submitted to the judgment of the country. Lord Lansdowne’s action is interpreted in some quarters as an attempt to circumvent the Parliament Act and create an immediate deadlock.

According to the present arrangements, the debate closes on Tuesday evening;
