Sip Rufus Isaacs, speaking at Newcastle, declared that Britain never stood’ so high or held more predominant a position in the Councils of Europe. Every Liberal regretted increasing the expenditure on arrnamenta, but despite all efforts to secure a reduction we are in this position, that if others go forward wo cannot lag behind. The Government claimed aoirie credit for the fact that hitherto they had been able to defend the Emoire by voluntary service.
