It is recommended:— "Ist. That all clubs' should take advantage of Part V, Rule }., empowering the appointment of a judicial committee to consider all protests or objections. ,

"2nd. That particular care should be taken to prevent access to the weighing room and jockeys' room by persons having no right to bo there. "3rd. That in order to exclude undesirable persons an efficient detective he appointed to all race meeting.'.;.

"4th. That nd trainer or other assistant shall (unless; with the express permission of the stewards) attend any horse at'dr. start of a race for the purpose of helping such U> get away. "sth. That as under Part XXII, Rule 8, clubs may provide books of engagement forms to jockeys (such bdoks being obtainable on application to the conference office), jockeys be requested to produce these books whenever disputes arise with regard to any engagement to ride. "6th. ' It has been reported to the president that the provisions of Part XX, Rule 7, are not carried out by a number of clubs and district committees. Correct records of the behaviour of jockeys and trainers cannot be kept by the Conference Office and the Licensing Committee of eacli District Committee, unless great care is taken by secretaries to comply strictly with the rule.

"7th. It is essential that correct evidence be recorded ~at n all inquiries, and clubs shoukl, where 'possible, provide a competent shorthand writer to take down the evidence given."
