M. Etienno, Minister of War. in a speech at Ror.nes, declared that Germany's sudden Army increase indicated that she had designs on Franco, and that it was necessary to adopt ths triennium service, if Frenchmen did not want to become Germany's vassals and satellites.

The Chamber has concluded th< general debate on the Triennium Bill.

Mr Barthou denied that the Bill was the outcome of an agreement between the Czar and the President last summer, but pledged his word that their ally was making a parallel effort, so that both armies should be ready for all eventualities. The announcement created a tremendous sensation, and evoked enthusiastic cheers. M. Etienne declared that the present hour was a solemn one. The country's safety was at stake.
