Daneff has formed a cabinet with himself as premier and minister of Foreign Affairs; M. Madjaroff, Minister of the Interior; and General Kovatchoff, Minister for War. BULGARIA'S REPLY TO THE CZAR, King Ferdinand's reply accepting the Czar's arbitration blames Servia for an attempt to evade the offer, and reminds the Czar of Russia's recognition in years past of Bulgaria's incontestable duties towards Macedonia, whose population is anxious to remain with Bulgaria at all costs.
